Legal experts say corruption continues to be a stumbling block for development in Africa as political will remains questionable.
They accused politicians of being major perpetrators of corruption as they appear to be potential beneficiaries of proceeds of corruption.
Renowned Kenyan Professor of Law, Patrick Lumumba said failure to implement policies aimed at preventing corruption remains a challenge for African nations.
“Despite policies having legislative supporrt, implementation is lagging behind, thereby derailing efforts in combating the scourge,” said Professor Lumumba.
Anti corruption activist and lawyer, Mr Dumisani Mthombeni said there is need for attitude change among Zimbabweans in order to effectively deal with cases of corruption.
The establishment of the Zimbabwe Anti-Corruption Commission (ZACC) appears not to have yielded desired goals as unnecessary litigations based on insignificant technicalities are instituted.
The commission’s powers also appear not to be fully supported by the legislation, resulting in some potential convicts being discharged.
